Exactly, Vince did this because he wasn't going to let Bret leave the company as the WWF Champion. Vince couldn't let him vacate the title because he knew it would look like WCW was taking the best they had away from him (which they were). I think Vince is a slime for doing this to Bret, because Hart never wanted to leave, Vince couldn't pay him, and Bret had a wife and 4 kids to think about.
