You were able to run PSX games ever since 3.03 OE-A, so yes, 3.71 M33 is just as capable, if not better.Oh and there's no difference between OE and M33 other than compatibility. It's made the same group of people.

For official firmwares? No you can upgrade to whatever firmware you want...it doesn't matter which previous version you have.Now if you're talking about custom firmwares...that's a little different. In order to upgrade to 3.71 M33 or 3.80 M33, you have to initially start from 3.52 M33-3 or 4.
