I think on commercial jets, the whole horizontal stab moves and there isn't any tab on the elevator. Please correct me if I'm wrong.

it controls a small tab on the elevator which is designed so that the pilot doesn't have to apply pressure to the control column/stick/yoke to keep the plane at a certain attitude (degree of pitch {up down movement}). It means that the plane pretty much flies itself.
